Purpose Statement / Position Summary The Applications Specialist III provides general applications consulting, systems analysis, and system support related to the acquisition and use of assigned business applications. Applies knowledge of applications to ensure effective and optimal use of current applications, incorporation of refinements in applications based on organization changes or process improvements, and collaboration with senior analysts working on new system solutions. Participates in all phases of large and small projects.
This position possesses and applies a broad knowledge of principles, practices, and procedures of particular field of specialization to the completion of moderately difficult assignments. Usually works with minimum supervision, conferring with superior on unusual matters. May be assisted by Entry/Junior or Intermediate Level personnel.
Essential Functions and Responsibilities of the Job * Participate in and occasionally lead various projects to ensure achievement of objectives, timetables, budget, and overall success. * Install, tailor, program, operate, maintain, and refine application systems consistent with vendor recommendations, user requirements, systems analysis reports, IS standards, and organizational policies to ensure effective use of the application, integration with other systems, data integrity, general system quality, and overall benefits realization. * Identify and resolve routine problems and issues associated with assigned applications to ensure high levels of application availability and user satisfaction. Maintain contact with users, systems analysts, and technical specialists to ensure understanding of needs, assignments, and overall goals. * Collaborate with systems analysts and technical specialists to meet evolving user needs related to existing or anticipated applications. Participate in the development of user requirements for new or updated applications. * Actively participate in available education and training programs to increase understanding of assigned applications, technology, and general information management. * Undertake ad-hoc assignments as required to react quickly and positively to new or emergent situations.
REQUIRED SKILLS: Job Specific Competencies * Develops and maintains a high level of expertise and competence in the proper operation and optimal use of HSPI application. Consults and advises users, management, physicians, vendors, and others concerning the purpose, features, functions, and proper uses of applications. * Analyzes patient identification and other Health Information Management (HIM) related processes and performs needs assessments to align information technology solutions with these processes ensuring data integrity. * Integrates multiple and disparate applications into unified whole yielding maximal data consistency, overall data integrity, minimal data redundancy, common user interfaces, fault-tolerant and robust intersystem connections, documented data flows and data dictionaries, and secure systems. * Configure and maintain work queues within HSPI identifying potential patient identity issues at an agreed upon threshold of error. Identify & troubleshoot root causes of problems related to duplicate person entries; evaluate and implement advanced person match technologies. * Responsible for reviewing, analyzing, and maintaining data integrity within application which includes remediation of duplicate medical records, overlays, and assisting with correction of information as needed. * Participate in interface mapping and design, interface testing of transactions and troubleshooting of interface issues. * Document all HSPI configuration and system specifications designed and developed to support a robust patient identification management application and process. * Acts as a point of contact for management and staff in assigned areas related to applications and IS services. Actively participates in interdepartmental meetings and discussions related to business and information systems.
Experience * Requires 2 to 3 years’ experiences as a programmer/analyst, systems analyst, technical specialist, or similar experience working with various hospital information systems. * Demonstrated knowledge and experience with EMPI including advance person match technologies and person combine processes, preferred. * Experience working with Epic applications and InterSystems technologies, preferred. * Epic HIM application certification or any other Epic application certification, preferred. * Strong knowledge of the software development life cycle (SDLC) best practices. Develop documentation, test plans, technical solution design, end-user guides, interface, and system reporting needs. * Basic understanding of database structures, data definition and data relationships. * Knowledge and demonstrated use of at least one scripting knowledge (SQL, PERL, Object Script), desirable. * Overall knowledge of healthcare business environment, specifically related medical groups, IPAs, and health plans for managed care business workflows. * High-level project management experience. * Good analytical, logical thinking and problem-solving skills. * Good communications skills, both verbal and written. * Some knowledge of PCs, collaborative computing tools, re-engineering and process improvement techniques, information management in healthcare, general information architectures and technology, systems integration, laws, and regulations relevant to assigned applications.
Education * Bachelor’s degree in Computer Science or Information Systems, Healthcare Informatics, and/or licensed healthcare professional desirable. * Technology and application certification in HL7, X12, Epic applications, preferred.
