The Director of Human Resources (HR) will direct a team of Human Resource professionals responsible for developing, planning, and coordinating a variety of Human Resources activities including recruitment/talent management, position control, HR operations, employee engagement programs, classification & compensation, and project management throughout Cook County Health (CCH). Ensures compliance with all CCH regulatory, accreditation, local and state laws, policies, procedures, etc. Participates in the formulation of CCH HR strategy, goals, policies and guidelines to align with and support CCH's Mission and Strategic Vision. Functions as a working manager and team builder who enables and encourages the highest level of individual and group performance. Provides leadership, evaluation and support to the HR department to discover creative ways to deliver service and incorporate best practices into department operations.
This position is exempt from Career Service under the CCH Personnel Rules.
Oversees the direction, coordination and evaluation of supervisory and non-supervisory personnel within division. Establishes goals, policies and performance standards. Standardizes the ways in which work will be accomplished.
In conjunction with CCH HR Leadership, develops HR strategy, department goals, philosophy, policies and guidelines to enforce CCH policies and procedures.
Confers with entity(ies) leadership and department heads regarding interpretation of CCH personnel policies, Personnel Rules and procedures to instruct and direct employees.
Directs the employee disciplinary processes, separations and union activity.
Identifies operational staffing issues and needs and perform the following functions as necessary; hire, transfer, suspend, layoff, recall, promote, discharge, assign, direct or discipline employees pursuant to applicable Collective Bargaining Agreements.
Conducts regular staff meetings and provides feedback, coaching, and staff recognition. Review individual and team performance against goals.
Ensures division staff is highly responsive to the needs of both internal and external customers and provides timely assistance in carrying out customer requests.
Counsels and works with leadership on key HR issues.
Ensures compliance with regulatory and accreditation agencies.
Works with appropriate HR Leaders in managing and directing the employee relations, recruitment, compensation and benefits to ensure and enforce compliance with CCH policies and procedures.
Works closely with the Employment Plan Officer in overseeing ongoing development of the CCH Employment Plan and adherence to it.
Participates in various committees to represent HR.
Serves as an advisor to the senior leadership team on human capital and strategic management matters and their impact on CCH effectiveness; aligns and prioritizes HR programs with corporate, departmental and cultural objectives, as assigned by CHRO.
Develops and administers entity(ies) budget to ensure staffing and operational funding for the department.
Oversees data management in support of HR functions, establishes and revises practices to ensure the safeguarding and confidentiality of sensitive data and employee information
Remains current on HR trends and market activity to drive strategy. Researches and maintains knowledge of industry trends and employment legislation to ensure compliance with federal, state, and local legal requirements by studying existing and new legislation; anticipating legislation; enforcing adherence to requirements; advising management on needed actions.

Bachelor's degree from an accredited college or university (Must provide official transcripts at time of interview)
Ten (10) years of progressively responsible work experience in Human Resources
Five (5) years of supervisory, management or project management experience
Two (2) years of work experience in a healthcare environment
Prior work experience in a unionized environment
Prior work experience using Human Resource Information Systems (HRIS) or Customer Relationship Management (CRM) tools (i.e., Oracle, JD Edwards, PeopleSoft, Salesforce)
Knowledge of multiple HR disciplines
Excellent interpersonal, oral and written communications skills
Bachelor's degree or higher in Human Resources, Public Administration, Healthcare Administration, Business Administration, Business Management or other related field (Must provide official transcripts at time of interview)
PHR/SPHR, PHR, or SHRM/SHRM-CP certification (Must provide proof at time of interview)
Project Management certification (Must provide proof at time of interview)
